HK Govt Proposes Legislation to Regulate Online Ride-Hailing Services w/ Non-transferable Licenses for Platforms/ Drivers/ Vehicles

Hong Kong's Transport and Logistics Bureau put forward today (15th) a legislative proposal to regulate online ride-hailing services. The proposal suggested ride-hailing drivers be required to obtain licenses. The number of licenses will not be capped. Valid for five years, each license will be non-transferable but renewable. In addition, ride-hailing drivers must be at least 21 years old, have held a private car driving license for at least one year, have no record of serious traffic convictions in the five years prior to applying for a license, and must pass a designated assessment. The proposal will be discussed this Friday (18th). The Hong Kong government aims to submit the amendment bill in 3Q25 and complete the review within this year. AAStocks Financial News |
